Most of these organizations don't have the need and can't afford a full time IT support staff but still need highly skilled technical help in a timely manner. The level of computer and application support doesn't require constant onsite or in the office technical support. They might need someone a day a week or a couple of days a month and of course available when needed. Sometimes they may be needed for multiple days depending on different situations. The main issue is that they are available when needed and are familiar with the systems you have installed.

With in educational organizations it's usually a little different. They have the added issue of school schedules. During their periods of school being in session the concept is to maintain the current operations and when school is out of session it time for upgrades and new solutions. They still have the same issues of funding and how they view technology but also have time of operation component. One of the newer aspects schools are dealing with is a higher level of focus on keeping up with current technologies so they can improve their educational capabilities and also reduce costs.
